Mr. Chen Hsi-Chien, the director of Highway Garden Development Association, also the owner of Chung-Hsin Plantlet Patch, is a typical bold and generous Tianwei-er. He often joked that he had made more friends than the flowers he sold during these twenty-year period. The plantlet patch was established in 1985, reconstructed in 1994 and became the 18,000 ft2 store. The store now mainly sells seasonal flowers, pot plants, gift flowers and plants.

Inside the store, there are seats for coffee and tea for the customers to rest and enjoy the garden. Take a break, have a pot of herbal tea and herbal meat bum. Chung-Hsin was the creator of the herbal meat bum in Tianwei, (each cost only) NTD 25. Mr. Chen thinks to bring up the customers’ taste of growing flowers and plants are much more important than just selling them to the customers. Once the plants died, the customer might lose interest and confidence in growing plants, it will become a great loss for the store. This is the main reason why Chung-Hsin offers after sale services to their customers free of charge. Many of their customers ended up becoming friend with the store.
